航运服务体系建设是上海国际航运中心建设的重要任务。长三角地区已经形成较为完善的航运产业链,但与之相关联的航运服务业却呈现“企业数量多、龙头企业少;操作业务多、高端增值服务少”的发展特点,在业务网络建设、抵御市场风险分摊、高端服务产品创新等方面存在显著不足。长三角地位航运服务业的发展壮大需要依赖上海的政策优势,深化与区域内发达的船舶制造产业链和航运产业链的合作,通过跨区域的业务网络互享、服务产品共同提供、链与链的组团式服务等合作模式,实现长三角航运服务业整体转型升级。
The construction of shipping service system is an important task for the construction of Shanghai International Shipping Center. The Yangtze River Delta region has formed a relatively perfect shipping industry chain, but the associated shipping service industry has shown the development characteristics of “a large number of enterprises and few leading enterprises; more operational operations and less high-end value-added services”; and in the business network Construction, resistance to market risk sharing, high-end service product innovation, there are significant shortcomings.
