1995年2月6～14日,水利部水利水电规划设计总院在北京主持召开了黄河大柳树枢纽工程及灌区若干问题补充论证工作汇总会。水利部朱尔明总工、规划设计总院的有关领导和专家、黄委邓盛明副总工及黄委设计院席家治副院长、常炳炎副总工等参加了会议。召开此次会议的目的,是对1994年8月国家计委副主任陈耀邦等一行对黑山峡河段的小观音和大柳树坝址及大柳树灌区进行实地考察期间提出的若干问题作进一步补充说明,以便国家在研究“九五”计划立项
From February 6 to February 14, 1995, the General Planning and Design Institute of Water Conservancy and Hydropower of the Ministry of Water Resources hosted the Daliushu hub project of the Yellow River and a summary meeting of some supplementary issues for demonstration of irrigation issues in Beijing. Ministry of Water Resources Chief Engineer Er Er, relevant leaders and experts from the Planning and Design Institute, deputy chief engineer of the Yellow Committee Deng Xiaming and vice president Xi Jiaji of the Yellow Design Institute, deputy chief engineer Chang Bingyan attended the meeting.
