邓小平同志南巡讲话,在全国掀起了新的改革大潮,出版界也踏入了新的改革的征程,正面临着新的机遇和挑战。在这喜人而又催人的形势下,黑龙江省新闻出版局党组提出了“坚持方向,提高质量,群策群力,协调发展;发挥优势,形成特色;苦干三年,繁荣出版”的出版战略构想,为黑龙江省出版业的发展和繁荣提出了明确的方向和目标,是贯彻执行邓小平同志讲话精神采取的具体措施。机遇和改革容不得等待和观望,也没有放之四海而皆准的现成的模式。改革需要我们在实践中不断地探索和开拓。出版改革的目的,就是要解放出版社的生产力,出版更多更好的为我国的政治、经济、科技、文化发展而服务的,满足社会各界读者需要的优秀读物。总起来说,是一个繁荣出版的问题。
Comrade Deng Xiaoping’s southern tour speech set off a new tide of reform throughout the country. The publishing industry has also embarked on a journey of new reforms and is facing new opportunities and challenges. In this gratifying and encouraging situation, the Party Committee of the Heilongjiang Provincial Press and Publication Bureau put forward the publishing strategic concept of “adhering to the direction of improving quality, pooling resources and coordinating development, giving full play to advantages and forming distinctive features, and working hard for three years and publishing flourishingly” Set a clear direction and goal for the development and prosperity of the publishing industry in Heilongjiang Province and is a concrete measure to implement the spirit of Comrade Deng Xiaoping’s speech. Opportunities and reforms must not wait and see, nor does it have a ready-made model that is universally applicable. Reform requires us to continuously explore and develop in practice. The purpose of publishing reform is to liberate the productivity of publishing houses and publish more and better books that serve the political, economic, technological and cultural development of our country and meet the needs of readers from all walks of life. All in all, it is a prosperous publication.
