地方政府在中国国家治理中所具有的双重身份—中央政令的执行者与地方公共事务的直接提供者,决定了地方政府的社会责任的实现是现代政府法治治理的基础。因此,在法治治理中研究地方政府的社会责任有助于切实有效地推进中国政府的社会责任体系建设,推动中国和谐社会建设的进程。
The dual identities that local governments have in China’s state governance - the executors of the central government decree and the direct providers of local public affairs - determine that the fulfillment of social responsibility by local governments is the basis for the rule of law in modern government. Therefore, studying the social responsibilities of local governments in the governance of the rule of law helps to effectively and effectively promote the construction of the Chinese government’s social responsibility system and promote the process of building a harmonious society in China.
