近年来,我们通过对河北省水利发展状况的调查研究,找到了制约河北水利建设和发展的症结,一是队伍老化,二是知识老化,三是工程老化,四是水资源紧缺,五是工作条件较差、福利待遇较低。面对这一现状,要甩掉河北水利落后的帽子,建设水利强省,我认为至关重要的是要全面实施“科教兴水”战略,落实科学技术是第一生产力的思想,以科技为先导,以教育为基础,以队伍建设为根本,以五大体系建设为核心,以为全省农业再上新台阶保驾护航为目标,促进科技教育与水利经济建设的紧密结合。主要有以下几方面:
