党的十四届三中全会《决定》,把发展中介组织、发挥行业协会、商会等组织的作用,作为发展和培育市场体系的重要内容。工业行业协会是与解放和发展生产力直接紧密相关的社会经济团体,是社会主义市场经济下政府与企业间必须的中介机构,也是某些工业部门机构改革的方向。社会主义市场经济为工业行业协会的生存和发展开辟了广阔的天地,同时,工业行业协会也为促进社会主义市场经济体制的逐步建立发挥重大作用。一、社会主义市场经济需要大力发展工业行业协会社会主义市场经济的建立是一个渐进的过程。目前,我国正处于从计划经济体制向社会主义市场经济体制转变的过程中,我国的工业行业协会是与我国十多年来经济体制改革相伴而生的一个新生事物。十多年来,发挥了不论是政府部门还是其它组织机构都难于替代的作用。在建立市场经济体制中,政府转变职能,企业转换经营机制,工业行业协会作为政府与企业之间的桥梁纽带,它应具有媒介功能、调节功能、服务功能和监督保护功能。首先,工业行业协会是建立市场经济体制、完善市场体系的中介组织,它在经济运行过程中沟通政府与企业之间的信息,强化政府的宏观管理,保证企业依法经营、照章纳税。对企业中的违法、违纪行为进行有效的监督和纠正。它集中反映企业的呼声和要求,为政府部门制订各项经济政策提供依据,同时贯彻政府的经济政策,协助政府部门进行行业规划、项目论证,标准修 The “Decision” of the Third Plenary Session of the 14th Central Committee of the Party sets the role of development intermediary organizations, giving play to the functions of industry associations and chambers of commerce as an important part of developing and cultivating a market system.
