以湖南省的公路货运调研数据为基础,结合经济学的成本理论建立成本分析模型进行研究发现:我国货运超载的主要原因是货运市场长期均衡决定的运价水平低于额定载重量下的平均成本。因此,从维护运输业者利益的角度出发,应从四个方面加以改进:第一,政府应建立和完善公路货运行业的准入与退出机制,相机调控其规模;第二,针对公路货运价格过低的现状,政府应制定和推行指导价格以保证货运行业的健康发展;第三,继续合理增强对超载运营者的惩罚力度,打击和遏制超载行为;第四,针对我国公路货运相关税费较高的情况,政府应适量减免税费。
Based on the survey data of highway freight transportation in Hunan Province and the cost theory of economics, the paper establishes a cost analysis model and finds that the main reason for the overloading of freight transportation in China is that the freight rate determined by long-term equilibrium of freight transportation market is lower than the average cost under rated load . Therefore, from the point of view of safeguarding the interests of the transport operators, the improvement should be made in four aspects. First, the government should establish and improve the access and exit mechanism of the road freight industry, and the camera should regulate its scale. Second, The government should formulate and implement guiding prices to ensure the healthy development of the shipping industry. Third, it will continue to reasonably enhance penalties for overloading operators and crack down on and contain overloading. Fourthly, in light of the relatively high taxes and charges on highway freight transportation in China, The government should reduce taxes and fees appropriately.
