通过对化石能源资源禀赋条件和新能源发展基础两方面的分析,认为煤炭作为主体能源的地位不会改变,并且应按照“控制东部、稳定中部、发展西部”的总体原则,有序建设大型煤炭基地,建设大型现代化煤矿,建设资源节约型和环境友好型矿区,发展洁净煤技术和深加工转化技术。从而转变煤炭工业发展方式,巩固能源供应基础。
