防汛抗旱防灾减灾是关系到社会稳定、经济发展和千百万人民生命财产安全的大事,是一项十分严肃的政治任务,也是一项涉及面广、时效性强的重要工作。国务院副总理温家宝同志在视察北京防汛工作时就提出要建立三个体系:(1)完善的防洪减灾体系;(2)可靠的水资源保障体系;(3)良好的生态环境体系。对此河北省水利学会防灾减灾研究会于2002年1月8日～9日,在河北省宣化市召开了“防灾减灾研究会换届暨学术研讨会”。此次会议是全面研究部署我省防汛抗旱和防灾减灾的一次十分重要的会议。会议围绕我省近几年来防灾减灾取得的成绩和防汛抗旱出现的难题,及与我省经济可持续发展关系的问题开展了学术讨论。本刊筛选出具有一定指导意义的学术论文整理出刊以飨读者。本刊编辑部
Flood Prevention and Drought Prevention Disaster Prevention and Reduction is a major event that is related to social stability, economic development and the safety of the lives and property of millions of people. It is a very serious political task as well as an important and time-intensive task. When inspecting the flood control work in Beijing, Comrade Wen Jiabao, Vice Premier of the State Council, proposed to set up three systems: (1) a sound flood control and disaster reduction system; (2) a reliable water resource guarantee system; and (3) a good ecological and environmental system. In this regard, Hebei Institute of Water Resources Disaster Prevention and Reduction Research Association held January 8, 2002 to January 9, Xuanhua City, Hebei Province, “Disaster Prevention and Reduction Research Association will change and the Symposium.” This meeting is a very important meeting to conduct a comprehensive study on flood control and drought relief and disaster prevention and mitigation in our province. Meeting around the province in recent years, disaster prevention and mitigation achievements and flood control and drought relief problems and the sustainable development of our province and the relationship between the issue of sustainable development of the academic discussion. Articles selected to guide a certain degree of academic papers published in order to readers. Editorial editor
