安装住宅电话的人中,有相当一部分是政府部门和企、事业单位的各级官员。这是一个特权阶层,这些人安装电话时是公费,每月的电话费也基本上由下属单位或别的部门报销了。笔者认为,住宅电话应以私费为主。即便是领导住宅电话,也未必全是公务,全额报销也不尽合理。是否可规定一个报销比例来解决领导干部住宅电话的费用,至于其他人员则一律自费,待发展到一定程度时,再考虑可否由国家给职工增发一点通信补贴?
A considerable portion of the people who install residential telephones are officials at all levels of the government, enterprises and public institutions. This is a privileged class, these people are free when installing the phone, the monthly telephone bill is basically reimbursed by the subordinate units or other departments. In my opinion, residential calls should be based on private expenses. Even if the leading residential phone, may not be all official, full reimbursement is not reasonable. Is it possible to stipulate a reimbursement ratio to solve the cost of leading cadres’ residential calls, while other staff members should pay their own expenses at their own expense and then consider whether the government can increase the amount of subsidies issued to workers by giving them a certain amount of subsidies?
