中国财政转移支付制度起始于1994年的财政分税制度。在中国西部大开发的宏伟战略指导下,中央开始对西部实行财政转移支付。中央转移支付政策的实施,对西部开发产生了巨大的影响作用。本文试从中央转移支付对西部经济、社会建设、经济结构、社会事业、人才发展培养以及招商引资等角度对转移支付制度的巨大影响进行分析,展现出中央转移支付制度的伟大成果以及西部开发的巨大潜质。
China’s fiscal transfer payment system began in 1994 with the fiscal tax system.
