近年来,一方面,人们日益认识到学前教育重要,也越来越意识到学前阶段是实施素质教育的开端,是中小学教育质量的基础与保障;但另一方面,我们也必须清醒地看到,社会上仍有许多人士(包括家长、教师等)对于学前教育的性质、功能还存在不少不适应时代要求的观念与想法,即普遍重智轻德,重认知教育轻社会性、人格培养。由于认识不到位,学前教育发展的计划保障、法律保障和必要政策规范仍处于缺失之中,学前教育科学研究也未受到足够重视。本文从国外学前教育模式的研究入手,结合我市的发展状况,提出一些创新方案,希望对我市的学前教育的均衡发展有一定的借鉴作用。
