中共中央办公厅、国务院办公厅印发《关于进一步加强高技能人才工作的意见》(以下简称“15号文件”)后,截至2007年4月底,全国共有11个省份制定出台了15号文件的实施意见,按照文件出台的时间顺序分别是:江苏、甘肃、福建、河南、重庆、内蒙古、辽宁、贵州、云南、吉林、陕西。其中河北、山东、安徽、海南四省在15号文件下发之前就已制定出台了本省高技能人才工作的意见,并且明确表示不再另发实施意见。因此,目前全国共有15个省份出台了高技能人才文件。为了让各地职业培训工作者更好地了解掌握各地高技能人才工作实施意见的主要内容,自本期起本刊将陆续摘要刊登各地制定的15号文件实施意见中的政策亮点,以期促进高技能人才工作。
After the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Strengthening the Work of Highly Skilled Talents (hereinafter referred to as “Document No. 15”), as of the end of April 2007, a total of 11 provinces nationwide enacted the implementation of Document No. 15 Opinions, according to the time sequence of the documents are: Jiangsu, Gansu, Fujian, Henan, Chongqing, Inner Mongolia, Liaoning, Guizhou, Yunnan, Jilin and Shaanxi. Among them, Hebei Province, Shandong Province, Anhui Province and Hainan Province have formulated and promulgated the work of highly skilled personnel in the province prior to the issuance of Document No.15 and have made it clear that they will not implement their opinions separately. Therefore, at present, a total of 15 provinces have introduced highly-skilled personnel documents. In order to make vocational trainees in all parts of China better understand the main contents of implementing opinions on the implementation of highly skilled personnel in various places, this issue will successively publish the policy highlights in the Opinions on Implementation of No.15 Document formulated around this period, with a view to promoting highly skilled Talent work.
