邓小平同志多次指示:“质量第一是一项重大的政策。”江泽民同志也要求把质量问题放到突出位置上来抓。最近召开的中共上海市委五届十次全会更是把质量提高到关系上海兴衰的高度,指出:“质量是上海的生命,质量上,则上海兴;质量下,则上海衰。”同样,质量也是我们建筑业的生命,质量上则行业兴,质量下则行业衰。在治理整顿、深化改革中,只有把提高工程质量当作头等大事抓紧抓好,我们的建筑企业才能在开放的市场上处于不败之地,我们的建筑工程才能跻身于世界建筑之林。
