去年武汉市国税局成功进行了机构、人事、征管“三位一体”改革,初步形成了“多元申报、集中征收、属地管理、一级稽查、有效监督、优质服务”的新格局,构建了“大征收、大管理、大稽查、大监督、大后勤”的税收征管新体系。这次改革有利于工作思路的大创新、工作内涵的大拓展、工作方式的大转变。为科学总结改革经验,巩固改革成果,使改革进一步完善和深化,市国税局组织了一次“局长话改革”征文活动。我们特挑选数篇,取其侧面,摘其要点,予以刊发。
