培育和发展农村社会化服务组织,构建农村社会化服务体系,从理论上分析是由公共物品的特征决定的,从现实来看,是发展农业经济、改善农民生活及维护农民合法权益的需要。近年来,农村社会化服务组织发展取得了一定成绩,但也存在不少问题。培育与发展农村社会化服务组织,需要解决三方面的问题:农村社会化服务组织的发展路径;改善培育发展农村社会化服务组织的环境;农村社会化服务组织自身的发展与完善。
To cultivate and develop rural social service organizations and construct social service system in rural areas is theoretically determined by the characteristics of public goods. In reality, it is necessary to develop agricultural economy, improve peasant life and safeguard the legitimate rights and interests of peasants. In recent years, the development of social service organizations in rural areas has made some achievements, but there are still many problems. To cultivate and develop rural social service organizations, three problems need to be solved: the development path of rural social service organizations; the environment of cultivating and developing rural social service organizations; and the development and improvement of rural social service organizations themselves.
