1988年12月20日,福建省霞浦县委党校里人来人往,这天是宁德地区领导第一个下访接待日。时任宁德地委书记习近平及地直有关部门负责同志,同霞浦县领导一起接待来访群众。习近平的第一个接待对象是霞浦县公交公司职工舒穗英。由于霞浦县对台部在其房屋旁边的河边建房,导致河道淤积,9月间的一场洪水冲进舒穗英家中,冲走了粮食和部分财产。为此,她写信给宁德地区领导反映情况,要求霞浦县对台部负责清理河道,并赔偿经济损失。
