我国在未来十年左右,教育行业的改革,数对学前教育的普及是最为重要的。城镇已普遍实行,但对农村而言,特别是那些低收入家庭的孩子,很难普及到最基本的学前教育,这样的城乡差距,就是造成了教育不公平的原因。现在来说,农村的学前教育在发展角度是令人堪忧的。经过调查,拿陕西省为例,师资力量仍然以民办为主,多数乡镇幼儿园的办学条件无法达到标准,因学前所需经费的不足,多数农村学前教师是没有编制的,在待遇不得保障,学历不达标准,专业技能不过关等条件的制约下,造成了流动性过大,并且无法满足适龄儿童求学需求。政府为能让此现状得以改善,投入了大量的教育和改革,大力规划改制学前教育的多样化系统化,为农村学龄教师的建制提供了基础和保障。
