2014年,京津冀一体化重新成为一个政治经济热词,并上升为国家重要战略。秦皇岛作为京津冀一体化战略的一部分,想要抓住机遇实现新兴产业的发展和经济的可持续增长,必须认识到人力资源是区域经济发展的首要资源和核心驱动力,规划与实施与新兴产业发展相匹配的人力资源战略。笔者主要从人力资源战略应当树立的理念和人力资源战略的实现路径角度对京津冀一体化背景下秦皇岛新兴产业人力资源战略进行了分析研究。

The author mainly analyzes the human resources strategy of emerging industries in Qinhuangdao under the background of the integration of Beijing, Tianjin and Hebei from the perspective of the human resources strategy should be established and the path of realization of human resources strategy.
