去年十三届三中全会以后,国务院采取了以压缩需求、调整结构为重点的一系列政策措施。一年来经过各地区各部门的共同努力,各方面的治理整顿工作已经取得初步成效,主要表现在:——固定资产投资规模有所控制。今年国务院对各地区、各部门下达了压缩投资规模的指令性计划,适当集中了新开工项目的审批权限,对在建项目进行了清理。全国已停缓建固定资产投资项目18000多个,新开工项目大幅度减少,1—9月比去年同期减2/3,前几年投资不断膨胀的势头得到的遏制。今年1—9月份,全民所有制单位固定资产投资完成1261亿元,比去年同期减少97亿元,压缩7.2%。——过高的工业增长速度明显回落。今年以来由于采取收紧银根,按照产业政策调整产业结构等措施,工业生产过热已经降温。1—9月全国工业总产值比
