日本素来十分重视科研成果的转化工 作,为尽量缩短科研成果从实验室走进工 厂的时间,日本政府一方面设立一些特殊 机构,在科研成果和企业间牵线搭桥;另一 方面,还制定了各项政策和法律,鼓励企业 开发应用新科技成果。 日本早在1961年就设立了专门负责科 研成果转化工作的特殊法人--新技术事 业团,并制定了“委托开发”和“开发斡旋” 等制度。
Japan has always attached great importance to the translation of scientific research achievements. In order to shorten the time for scientific research to walk into the factory from the laboratory, the Japanese government has set up special institutions on the one hand to match research achievements with enterprises and on the other hand, Policies and laws to encourage enterprises to develop and apply new scientific and technological achievements. As early as 1961, Japan established a special legal person corporation responsible for the transformation of scientific research achievements - a new technological enterprise group and formulated such systems as “commissioned development” and “development of good offices”.
