In the 13 years since the Fourth Plenary Session of the 13th CPC Central Committee, the 13 years since the reform of state-owned enterprises made substantial progress marks 13 years of tremendous achievements in the development of state-owned enterprises. It is the goal of state-owned enterprises towards establishing a socialist market economic system 13 years of unprecedented major step. The achievements made in the reform of state-owned enterprises are summarized in the following five aspects: First, the overall strength of state-owned enterprises is constantly increasing and plays an important role in economic and social development.
