为实现全面从严治党的战略部署,必须将党的纪律和规矩挺在前面,必须以比法律规范更加严格的纪律规范来要求各级党组织和全体党员。本文从必然性的维度分析,纪严于法体现党的性质和宗旨,是党的优良传统的延续。从可行性的维度分析,纪严于法具备理论和经验的基础,同时有组织和制度的保障。从操作性的维度分析,通过形成廉洁守纪文化、完善党规党纪体系以及确保党纪权威严肃之途径,纪严于法的理念可以落到实处,成为管党治党的新常态。
In order to achieve a comprehensive and strict strategic deployment of the party, the party’s discipline and rules must be kept ahead of the party. Party organizations and all party members at all levels must be required to use more stringent discipline and norms than laws and regulations. This article analyzes the inevitability dimension, shows the nature and purpose of the party strictly in law, and is a continuation of the party’s fine tradition. From the perspective of the feasibility of the discipline, discipline and law have the basis of theory and experience, at the same time, organization and system of protection. From the operational dimension analysis, through the formation of a clean and obedient culture, perfecting party discipline and discipline system and ensuring the solemn authority of party discipline, the notion of discipline can be implemented and become the new normal of the party governing the party.
