本文关注战时国民党政权边疆政策的转变与开发,探究战时围绕边疆展开的国家与社会之间的关系。具体针对蒋介石下令设置的边疆工作人员介绍所,战时边疆工作人员的职责,以及边疆工作人员应征者的特点进行分析。其中,从边疆工作人员介绍所的设立与活动不难看出,战时蒋介石与国民党政权试图对边疆加以强有力的直接统治,同时也可窥见国民党政权战时边疆政策中官僚主义要素的萌芽。另一方面,战时的人们积极响应边疆工作人员的招募,体现了国民党政权组织下的边疆工作人员介绍所的招募活动,即战时边疆政策中非动员的一面。此外,战时人们所树立起来的边疆观,受到了知识分子的边疆研究的广泛影响。由此,对战时国民党政权的中国边疆有着积极志向的,政治与学术、国家与社会之间的相互关系交织在一起,形成了一个空间。
This article focuses on the transformation and development of the Kuomintang regime’s frontier policy during the war, and explores the relationship between the state and society around the border in wartime. Specifically for Chiang Kai-shek ordered the establishment of the frontier staff referral office, the wartime border staff responsibilities, as well as the features of front-line staff candidates for analysis. It is easy to see from the establishment and activities of the frontier staff agency that Chiang Kai-shek and the Kuomintang government tried to exert a powerful direct rule on the border during the war. At the same time, they also saw the sprout of the bureaucratic elements in the frontier war policy of the Kuomintang government. On the other hand, wartime people responded positively to the recruitment of border workers, embodying the recruiting activities of border staff agencies under the Kuomintang regime, namely, the non-mobilization side of border war policies during the war. In addition, the borderland views established by wartime people were extensively influenced by intellectual frontier research. As a result, there is a positive ambition for the Chinese frontier of the Kuomintang regime during the war, and the interrelationships between politics and academia and between the state and society are intertwined, creating a space.
