农村基层党组织在流动人口的服务与管理当中发挥着重要的作用，以北京市昌平区北七家镇为例，阐述了农村基层党组织在流动人口管理与服务中的做法及成效，分析现阶段在服务与管理中存在的问题，提出要维护农村社会治安、推行网格化管理、加强宣传等手段来加强对流动人口的服务和管理。
