发展权作为一项基本的人权 ,是国际国内人权保护立法的基本原则 ,也是国家享有的权利和应尽的义务。文章对发展权的含义进行了阐述 ,并分析了当前少数民族流动人口的生活生存状况 ,认为在经济社会快速发展的当前 ,保护少数民族流动人口这一城市社会中的弱势群体是国家应尽的义务 ,并从法哲学的角度阐述了发展权是少数民族流动人口权益保护立法的法哲学基础。
As a basic human right, the right to development is a basic principle of legislation for the protection of human rights both at home and abroad. It is also a right enjoyed by the state and a due obligation. The article expounds the meaning of the right of development and analyzes the current living conditions of the floating population in ethnic minorities.
