项目管理是在有限的资源约束下,运用系统的理论和方法,对组织资源进行有效的管理,以实现项目特定目的的管理方法体系。项目管理是一种已被公认的管理模式,而不是任意的一次管理过程。项目具有生命周期,项目管理需要建立围绕专一任务进行决策的机制和专门的项目组织,它不受现存组织的约束,由各种不同专业来自不同部门的专业人员构成。复杂而包含多种学科的项目,大都以矩阵方式来组织。项目管理强调水平结构,与传统(功能)管理交织成网状权责关系。项目管理的职能主要是由项目经理执行的,项目经理在项目管理中起着非常重要的作用。
Project management is a system of management methodology that uses systematic theories and methods to effectively manage organizational resources and achieve specific project objectives under the constraints of limited resources. Project management is a well-established management model, not an arbitrary management process. The project has a life cycle and project management requires the establishment of mechanisms and specialized project organizations that make decisions on a mission-specific basis. It is not constrained by existing organizations and consists of professionals with different professions from different departments. Complex and multidisciplinary projects are mostly organized in a matrix. Project management emphasizes the horizontal structure and interweaves with the traditional (functional) management into the net-shaped rights and responsibilities. Project management functions are mainly carried out by the project manager, project manager in the project management plays a very important role.
