检察机关内部监督对检察执法应当发挥预警、监测和矫治等作用,实践表明,内部监督对检察执法活动应当发挥的作用还没有完全体现出来,内部监督机制的改革和完善势在必行。改革的内容应当包括:激活内部监督机制中各要素的能动性,更好地发挥内部监督对检察活动的监测功能;在内部监督主体间建构信息互通渠道,以增强内部监督的整体效果;建构严密的获取被监督事项信息的渠道和监督方式,提高内部监督的准确性和针对性;赋予监督主体特定的监督权限,更好地发挥内部监督的矫治功能。
The internal supervision of procuratorial organs should play an early warning, monitoring and corrective role in prosecutorial and law enforcement. Practice shows that the role that internal supervision should play in procuratorial and law enforcement activities has not yet been fully realized and the reform and improvement of the internal supervision mechanism are imperative. The contents of the reform should include activating the motivation of the various elements of the internal oversight mechanism, giving better play to the internal oversight functions of procuratorial activities, establishing channels of information exchange among the internal oversight bodies so as to enhance the overall effectiveness of internal oversight, To obtain the channel and mode of supervision of the matters under supervision, to improve the accuracy and pertinence of the internal supervision; to give the supervisory authority specific supervisory authority and to give better play to the correctional function of internal supervision.
