胡锦涛总书记在党的十七大报告中第一次明确提出:使收入分配格局合理有序,“中等收入者占多数”。其中,扩大农村中等收入者比例是实现这一目标的关键。由于“农村中等收入人群”的比重偏低,已经对农村社会的稳定、经济的持续健康发展、社会主义新农村的建设造成了不利的影响,因此,我们必须扩大这一群体的比重,使“中等收入者占多数”在农村得以实现。关于扩大农村中等收入者比例的途径,本文着重从影响农村中等收入者扩大的四个方面问题进行分析,希望借此能起到“抛砖引玉”的作用。
For the first time, General Secretary Hu Jintao made it clear for the first time in the report to the 17th National Congress of the Communist Party: to make the pattern of income distribution reasonable and orderly, and “the majority of middle-income earners”. Among them, expanding the proportion of rural middle-income earners is the key to achieving this goal. Since the proportion of “middle-income people in rural areas” is relatively low, it has adversely affected the stability of the rural society, the sustained and healthy economic development and the construction of a new socialist countryside. Therefore, we must expand the proportion of this group, So that “middle-income majority” can be realized in rural areas. With regard to ways to expand the proportion of rural middle-income earners, this article focuses on the analysis of the four aspects that affect the expansion of middle-income earners in rural areas, hoping to play the role of “attracting valuable resources from others.”
