文革中由于“四人帮”的干扰破坏,火柴减产,全国不少地区出现火柴脱销,严重影响了百姓生活,副总理李先念、余秋里、谷牧、纪登奎于1979年9月为此对国家计委的报告进行批示,10月11日轻工业部、商业部联合对各省、市、自治区轻工业厅(局)和商业厅(局)下达落实措施的函。1980年3月姚依林、康世恩副总理又针对浙江20多个县、市发生抢购火柴风一事作了批示:“尽力组织火柴厂增产,禁止火柴厂自行提价”。
