第一章 总则 第一条 为贯彻《中共中央国务院关于加速科学技术进步的决定》,促进科技与金融的结合、加速科技成果的转化,加强科技开发贷款(包括中国农业银行“星火计划”贷款)项目的管理,提高科技开发贷款的效益,参考国家科委科技计划管理的有关规定,特制定本规定。 第二条 科技开发贷款(以下简称科技贷款)是国家信贷计划中支持科技成果商品化、产业化和新产品开发,并按商业银行经营要求管理的专项贷款。 第三条 科技贷款主要用于支持国家科技开发
