目的构建一套客观、系统的结核病防治效果评价指标体系,为综合评价各地区结核病防治效果提供科学依据。方法通过文献分析初步构建评价指标体系,运用头脑风暴法和Delphi法筛选评价指标并确定各指标的权重,并应用统计学方法对综合评价模型进行检验,最后以湖北省为例对该评价指标体系进行实证分析。结果三轮专家咨询的积极系数均为100%。专家权威程度为0.91。第三轮专家咨询的意见协调系数为0.339,卡方检验P<0.05。构建了包含6个一级指标、15个二级指标、39个三级指标的结核病防治效果综合评价模型,以及各指标的权重。实证分析结果显示,湖北省结核病防治整体能力及效果较好,综合得分为92.76,与访谈的结果较一致。结论专家们非常重视此项研究,专家意见的可信度高,结果可信。专家意见协调性好,第三轮结果可取。通过复核评价,发现该指标体系具有较高的客观性、可靠性和可操作性。
Objective To construct an objective and systematic evaluation index system for tuberculosis control and provide a scientific basis for comprehensive evaluation of tuberculosis prevention and control in all regions. Methods Through the literature analysis, the evaluation index system was initially constructed, the evaluation indexes were screened by brainstorming method and Delphi method and the weight of each index was determined. The comprehensive evaluation model was tested by statistical method. Finally, taking Hubei Province as an example, conduct empirical research. Results Three rounds of expert consultation positive coefficient is 100%. Expert authority is 0.91. The third round of expert consultation opinion coordination coefficient was 0.339, chi-square test P <0.05. Constructed a comprehensive evaluation model of tuberculosis prevention and control effect, including 6 first-level indicators, 15 second-level indicators and 39 third-level indicators, and the weight of each indicator. The results of empirical analysis show that the overall ability and effectiveness of tuberculosis prevention and treatment in Hubei Province is good, with a comprehensive score of 92.76, which is consistent with the results of the interview. Conclusion The experts attach great importance to this research. The expert opinion has high credibility and credible results. Good coordination of expert opinion, the third round of desirable results. Through the review and appraisal, the index system is found to have higher objectivity, reliability and operability.
