目前中国经济建设已经发展到了一个瓶颈转型阶段,中国的新一轮土地改革势在必行。全国人大代表、湖南省总商会副会长、湖南万家丽投资控股集团董事长黄志明在接受记者采访时表示,将《土地管理法》第二章“土地的所有权和使用权”第八条规定“城市市区的土地属于国家所有”修改为“城市土地除居民住宅与实业型企业土地外属于国家所有,其中居民住宅与企业土地个人依法拥有所有权,可自由转让”。
