第四媒体出现后，大众媒体结构的格局究竟会是怎样的？是网络媒体的一统天下，还是四种媒体形成的四足鼎立？文章首先考察了面对第四媒体的挑战，传统媒体所采取的各种对策后指出：与网络媒介联合（合并），是传统媒体迎接网络世纪、发展网络业务的更好选择。文章接着分析了传统媒体在因特网上创设的网站后认为，这些网站从外在形式上看似乎是新媒体，从内部运作看仍然是传统媒体，但有向新媒体演变的趋势。文章最后分析了网络媒体对三种传统媒体所米取的三种不同的包容（颠覆）态度，得出结论：新世纪的相当一段时间内，大众媒体结构格局不是网络媒体的一统天下，也不是四种媒体的四足鼎立，而是网络媒体（含网络报纸、网络电视、网络广播）、纸质报纸和数字广播的三分天下，不过、网络媒体会成为祉会的主导媒体，其他两种是边缘媒体。
