根据国务院《关于深化和改革基层农业技术推广体系建设的意见》和浙江省人民政府办公厅《关于全面落实基层农技推广人员工作责任制度，加快构建新型农技推广体系的通知》精神，杭州市以此为契机，积极创新机制，至2008年12月基本完成全市七个区、县（市）责任农技推广体系建设工作。
