自20世纪70年代开始,世界各国政府必须处理的公共事务进一步增多,但可用的经济资源却日益紧缩。同时,社会公众对政府的期待越来越来多,他们期待政府提供更多、更好的服务,但相反地公共管理者却往往因为无法获得充足的资源而疲于应付;此外,公共事务的多样化与复杂化也往往使得传统的政府架构以及行政人员显得捉襟见肘,无法招架。一时间,“政府失灵”在社会中广泛传播开来。在种种国际和国内的严峻环境下,各国政府努力寻求行政改革的新思路,以适应环境的变化、满足广大人民的需求。本文通过对中国行政改革的原因分析,提出行政改革的简单思路和方案。
Since the 1970s, the public affairs that all the countries in the world must deal with have further increased, but the available economic resources have been tightening day by day. At the same time, the public are expecting more and more from the government. They expect the government to provide more and better services. On the contrary, public managers often struggle with coping with lack of adequate resources. In addition, public affairs Diversification and complication also tend to make the traditional government structure and administrative staff seem stretched, unable to parry. For a time, “government failure” spread widely in society. Under various severe international and domestic circumstances, governments of various countries have tried hard to find new ways of administrative reform so as to adapt to changes in the environment and meet the needs of the broad masses of people. Through the analysis of the reasons of China’s administrative reform, this paper puts forward the simple ideas and solutions of administrative reform.
