文章认为,增强国有大中型企业的活力,说到底是解决人的问题,即职工综合素质的提高及其能力的充分发挥。为此,攀钢(集团)公司立足于我国工作重心转移、经济体制转轨和社会转型的大背景,适应企业党委职能发生的根本性变化,积极寻求企业思想政治工作的切入点、立足点和结合点,精心设计和组织实施了"人才资源开发工程"。这一做法以新的思维方式、新的活动载体、新的工作内容和新的运行机制,打破了企业思想政治工作的旧模式,初步探索出了一条适应新形势要求的企业思想政治工作的新路子,并在实践中收到了事半功倍的显著效果。攀钢(集团)公司铸造厂这一大胆而富有创意的探索和尝试,对于当前我国的大中型企业具有普遍的借鉴意义和推广价值。
