富有中国特色的信访制度,在历史上曾经发挥过重要作用。但当前的中国社会正处在经济迅速发展和社会体制转轨过程中,必然出现各种新的社会矛盾和冲突,而信访制度存在体制不顺、机构庞杂、功能错位、程序缺失等缺陷,不能很好地发挥其功效。为此,文章指出,作为信访制度一部分的人大信访制度更应发挥依法监督的实效,建立领导接待来访制度,建立倾听民意制度,建立重要信访个案交办制度。
The system of petitions with Chinese characteristics has played an important role in history. However, the current Chinese society is in the process of rapid economic development and the transition of social system, so various new social conflicts and conflicts will inevitably occur. However, there are some shortcomings in the system of letters and visits such as unsound systems, complicated structures, dislocation of functions and lack of procedures. Good to play its effectiveness. Therefore, the article points out that people’s congress petition system, as a part of the petition system, should give more effective supervision according to law, establish a leadership reception system, establish a system of listening to public opinion and establish an important case handling system.
