改革开放以来,我国打破了平均主义的分配格局,农村和城镇居民的收入都以前所未有的速度增长,城乡居民生活水平不断提高。1978年到2002年24年问,我区的农民人均纯收入由91元增长到1393元,增长了15.3倍,城镇居民人均可支配收入由619元增长到5538元,增长了8.9倍。在城乡居民收入飞速增长的同时,我们也应看到,城镇居民可支配收入和农民人均纯收入的差距正在日益扩大。这种现象在我区表现的尤为突出。2002年,全国城乡居民收入差距指数是3.1(农民为1),我区已达到了3.97。而且这种差距还有进一步扩大的可能。由于城乡居民收入差距长期过大,农民生活水平严重落后于城镇居民,造成了一种不公平的社会现象:农民生活贫困。这种现象有损社会公平,阻碍经济发展,必须引起高度重视。
Since the reform and opening up, China has broken the distribution pattern of egalitarianism. The incomes of both rural and urban residents have been growing at an unprecedented rate, and the living standards of urban and rural residents have been steadily rising. From 1978 to 2002, 24 years of asking, the per capita net income of farmers in our region increased from 91 yuan to 1,393 yuan, an increase of 15.3 times. The per capita disposable income of urban residents increased from 619 yuan to 5,538 yuan, an increase of 8.9 times. While the income of urban and rural residents is increasing rapidly, we should also see that the gap between the disposable income of urban residents and the net income of farmers per capita is growing. This phenomenon is particularly prominent in my area. In 2002, the index of income gap between urban and rural residents nationwide was 3.1 (1 for peasants) and 3.97 in our district. And this gap is further expanded. Due to the long-term income gap between urban and rural residents, the standard of living of peasants lags behind that of urban residents, creating an unfair social phenomenon: the peasants live in poverty. Such phenomena detract from social fairness and hinder economic development and must be given high priority.
