“十二五”时期是广东民政事业发展极不平凡的五年。面对国际经济深刻调整、国内经济发展“三期叠加”的影响,在省委、省政府的正确领导下,各级党委政府高度重视,社会力量热情给力,全省民政系统紧紧围绕“三个定位、两个率先”目标,紧扣科学发展主题、围绕加快转变经济发展方式主线,全面深化改革开放,全力推进民政事业战略性调整,顺利完成“十二五”规划的主要目标和任务。底线民生保障能力显著增强,参与社会治理创新发展迅速,优抚安置双拥工作服务效能提升,专项社会事务管理走向规范,实施创新发展战略取得良好开局。社会养老服务、社区建设和社区服务、社会组织管理体制改革、社会工作专业人才队伍建设、社会福利彩票发行和效益等重点领域和关键环节改革走在全国前列。社会力量通过各种方式、渠道支持民政事业发展,服务经济社会发展盛况空前。从本期开始,本刊连续两期详尽介绍“十二五”期间我省民政事业高速发展取得的重大成就。
