完善防洪体系建设 谋求黄河长治久安

黄河以“善淤、善决、善徙”闻名于世。历史上,黄河下游决溢改道频繁,平均三年两决口,百年一改道。自1946年中国共产党领导人民开始治理黄河以来,经过50年的建设,初步形成了“上拦下排、两岸分滞”的防洪工程体系,非工程防洪措施得到加强。依靠这一体系,广大军民严密防守,战胜了历年洪水,取得了连续50年伏秋大汛不决口的伟大胜利。 一、防洪体系建设成就 1.堤防险工及河道整治。黄河下游防洪工作是从粉碎国民党政府水淹解放区的阴谋的斗争开始的。解放区军民一手拿枪,一手拿锨,夜以继日抢修千里大堤,完成了黄河回归故道不决口的艰巨任务,夺取了反蒋治黄斗争的伟大胜利。 The Yellow River is known for its “good silt, good decisions and good migration.” Historically, the lower reaches of the Yellow River have undergone frequent sporadic diversions, with an average of three years and two bucks, and a century of diversion. Since the Chinese Communist Party began to govern the Yellow River in 1946, after 50 years of construction, the flood control engineering system of “stopping the upper reaches of the bar and dividing the two sides of the Strait” has been initially formed, and the non-engineering flood prevention measures have been strengthened. By virtue of this system, the broad masses of military and civilian people have been closely guarded and defeated the floods over the years and won the great victory of having steadfastly deflected the floods in the autumn of 50 years. First, the flood control system construction achievements 1. Dike workers and river regulation. The flood control work in the lower reaches of the Yellow River began with the struggle to smash the conspiracy of the Kuomintang government to flood the liberated areas. In the liberated areas, armed forces and civilians took their guns in one hand and took plutonium in the other. They took great efforts to repair the trunk levees overnight and completed the arduous task of reckoning the old course of the Yellow River’s return and seizing the great victory in the struggle against Chiang Kai-shek.
