在《烟草控制框架公约》条件下,在控烟组织强烈要求尽快修订《广告法》和《烟草广告管理暂行办法》,明确“全面禁止所有烟草广告、促销和赞助”以及国际烟草市场激烈竞争的环境下,广西中烟在未来开放性的烟草市场中,其地理优势、地区保护性优势不再存在,难以在国内市场及国际取得竞争优势,必须设置合适的产品分配方案,限制投机,缩短补货提前期,集成供应链管理信息系统,整合供应链各环节点企业构成基于供应链协同的优势群,提高运营绩效,降低成本,提高利润,进一步突破地区障碍,在开放市场竞争中取得发展优势。
