新课标所要求的知识与能力、过程与方法、情感态度与价值观注重培养学生的历史思维、学习历史的方法以及人文素养,三维目标体系在大部分地区的中学历史课程实施的过程中要求教师授课的能力、方式都必须进行改进。但是在一些偏远的农村中学,它的实施却存在着许多问题:诸如教师资质不合格、教师负担过重、待遇差、教育管理体制不合理等现象。严重影响了历史课程实施的效果,已成为偏远农村中学历史课程实施的基本现状。要求教师具有扎实的专业基础知识和丰富的教学经验以及管理经验。
