近几年我国经济运行出现的诸多问题均根源于产业结构失调 ,主要表现为产业结构的“同构化”和“低度化”并存。之所以如此 ,深层次原因是地区利益障碍的存在及政府间博弈行为造成的。要消除产业结构调整中的地区利益障碍 ,就必须建立起符合我国国情和社会主义市场经济要求的产业协调模式 ,即“有政府调控的市场协调模式”。同时 ,中央政府还必须建立两种新型的利益协调机制 ,即“利益分享机制”和“利益补偿机制” ,并根据这两种机制的要求 ,进行一系列的体制创新和制度创新。
In recent years, many problems that emerged in our country’s economic operation are rooted in the imbalance of industrial structure. The main problems are the coexistence of “isomorphism” and “low degree” of industrial structure. The reason for this is that the deeper reason is the existence of regional interest obstacles and the result of intergovernmental gaming. In order to eliminate the obstacles to regional interests in industrial restructuring, it is necessary to establish an industry coordination model that meets the requirements of China’s national conditions and the socialist market economy, namely, a “market-regulated model with government regulation and control.” At the same time, the central government must also establish two new kinds of interest coordination mechanisms, namely “benefit-sharing mechanism” and “interest compensation mechanism”, and carry out a series of institutional innovations and system innovations according to the requirements of these two mechanisms.
