智库建设是推进国家治理体系和治理能力现代化的重要内容。中国智库的数量正在急速增长,但智库发展现状与中国经济崛起的现实和要求还不相符,与中国当前的国际地位也仍不相称。为此,我们亟须吸收西方智库建设的经验教训,建设一批有能力、有理想、有担当的专业智库。具体来说,理论上以我为主,要以构建中国特色的发展理论研究为核心任务;机制上互融互通,实现学术与实践、微观与宏观的融合;舆论上要引领国内舆论,扩大国际话语权;监督上要为参与政策、解释政策、改进政策提供平台。
Building think tanks is an important part of promoting the modernization of the country’s governance system and governance capacity. The number of Chinese think tanks is rapidly growing. However, the status quo of the think tanks is not in conformity with the reality and demand of China’s economic rise, and it is still not commensurate with China’s current international status. For this reason, we urgently need to absorb the experiences and lessons learned from the construction of the western think tanks and build up a group of professional think tanks capable, idealistic and responsible. Specifically speaking, in theory, I should focus on the construction of the theory of development with Chinese characteristics as the core task; mechanisms should be interdependent and interoperable to achieve the integration of academy and practice, and between micro and macro; public opinions should lead domestic public opinion and expand international The right to speak; supervision should provide a platform for participating in policies, explaining policies and improving policies.
