入世过渡期对于中国的财政运行带来了压力,但同时也带来了一些积极因素。入世后我们采取了积极的措施调整财税政策。在经济运行中的拐点稳定地形成时财政政策也从扩张性的积极财政政策转型为松紧适度、中性导向的稳健财政政策。各项财政政策和管理体制仍在不断地创新和完善。
The transition to WTO has put pressure on China’s fiscal operation, but at the same time it has brought some positive factors. After joining the WTO, we took active measures to adjust the fiscal and taxation policies. When the inflection point in the economic operation is formed steadily, the fiscal policy also transforms from the expansive and proactive fiscal policy to a moderately sound and neutral fiscal policy. Various fiscal policies and management systems are still being constantly innovated and improved.
