在计划经济时期,企业档案工作的管理体制,主要是靠行政命令来强化企业档案工作。在这种体制下,企业档案工作可以说“要钱给钱,要物给物,要人给人,要待遇给待遇”。但随着改革的深入,企业经营机制的转换,企业档案工作面临着何去何从的挑战。在这种情况下,全国档案工作者都在寻找新的强化企业档案工作的途径,有的已经形成了一些共识。但是,从总体上讲,这个问题没有从根本得到解决,企业档案工作在挑战面前仍然处于守势,投入得不到保证,管理机构得不到稳定等等问题仍然存在。如何才能迅速扭转这种局面,真正使企业档案工作在企业走向市场经济过程中得到加强?请看来自株洲冶炼厂的经验。
In the period of planned economy, the management system of corporate archives work mainly depends on administrative orders to strengthen corporate archives work. Under such a system, corporate archives work can be said to “pay money, give things, give people, and pay for treatment”. However, with the deepening of reforms and the transformation of corporate operating mechanisms, corporate archives are faced with the challenge of where to go. In this situation, the national archivists are looking for new ways to strengthen their corporate archives, and some have formed some consensus. However, on the whole, this problem has not been solved at all, and the archives work of enterprises is still on the defensive front in the face of challenges, the investment cannot be guaranteed, the management institutions are not stabilized, and so on.
