我国的企业改革,从扩大企业经营自主权开始,现已进入以完善企业经营机制为中心的深化改革的阶段。承包经营责任制本身是一个由初级到高级,由不完善到完善,由多种形式向规范化发展的过程。在这个过程中,如何克服企业“行为短期化”倾向,增强企业追求技术进步的活力,是一个重要问题。笔者认为建立考核企业技术进步的指标体系,是防止企业短期行为,以促进承包经营责任制发展、完善的有效方法之一。目前许多领导同志和主管部门在审核承包方案和考核企业时,不重视对企业技术进步的
China’s corporate reforms, starting with the expansion of business autonomy, have now entered the stage of deepening reforms that focus on perfecting corporate operating mechanisms. The contract responsibility system is itself a process from primary to advanced, from imperfect to perfect, and from multiple forms to standardization. In this process, how to overcome the tendency of enterprises to “short-term behavior” and enhance the dynamism of companies in pursuit of technological progress is an important issue. The author believes that establishing an index system for assessing the technological advancement of enterprises is one of the effective methods to prevent the short-term behavior of enterprises and to promote the development and improvement of contract responsibility system. At present, many leading comrades and competent authorities do not attach importance to the technological progress of enterprises when they review contracting programs and evaluate enterprises.
