集体谈判作为一种社会机制,不仅是提高劳动者工资福利待遇的重要手段,而且可通过劳资利益博弈不断将利益分歧转化为一致,解决劳动争议、维护劳动关系稳定。我国集体协商制度自确立以来,一直遵循着“自上而下,政府主导”的发展路径“政府主导”的模式对集体协商在全国的推进具有积极作用。在这种模式下,集体协商制度的重要性被提升至一定的战略高度。在政府的高度重视及强力推进下,近年来集体协商制度的建制率连年攀升,集体合同的数量、签订率及覆盖的职工人数与企业数都急剧上升。政府成为工资集体协商机制实施的领跑者,政府通过目标设定指引着集体协商工作推进的方向与突破的难点及重点。然而,虽然集体合同覆盖率不断提高,但我国劳动争议的数量依然激

Since its establishment, the system of collective bargaining in our country has followed the development path of “top-down, government-led” and “government-led” mode, which has a positive effect on the promotion of collective bargaining across the country. Under this model, the importance of a collective bargaining system has been elevated to a certain strategic height. With the government attaching great importance and pushing forward strongly, the system of collective bargaining has risen year by year in recent years. The number of collective contracts, the signing rate, and the number of employees and enterprises covered by it have risen sharply. The government has become the leader in the implementation of wage collective bargaining mechanism. The government guides the difficulties and priorities of the direction and breakthrough of collective bargaining through its goal setting. However, despite the continuous improvement in the coverage of collective contracts, the number of labor disputes in our country remains intense
