(一) 建筑企业面临的挑战: 1.职工队伍不稳,离散比较严重 1988年,全市建筑队伍外流量达1万多人,在外流人员中,尤以技术骨干和业务尖子更为突出。据调查,我市在新疆一地,有1400余人外流,有3个施工队成建制外流,队伍流散影响了合同履约和工程质量及工期,驻外办事处不得不调队伍去收摊子。由于队伍外流呈趋势,不少办事处不敢承揽下一年的工程任务,担心没人做。
(1) Challenges faced by construction companies: 1. The workforce is unstable and disparate. In 1988, the city’s construction team had more than 10,000 outflows from its construction team. Among the outflow people, technical backbones and business leaders were even more prominent. According to investigations, there were more than 1,400 outflows in the city of Xinjiang. There were 3 construction teams out of the system. Team divergence affected the contract performance, project quality, and the duration of the project. The foreign office had to adjust the team to collect the stalls. Due to the trend of team outflows, many offices did not dare to undertake the engineering tasks for the next year, fearing that no one would do it.
